If you or a follower who is commanded to perform an illegal action are witnessed comitting a crime you will receive a bounty. I was in Whiterun selling stuff etc, and the guards around didn't do anything against me (I have NO BOUNTY AT ALL nor have I done anything to the people of Whiterun). This unlucky man was arrested for thievery and is being held in Dragonsreach in Whiterun. Skyrim Remastered Best DAEDRIC Weapons & Armor ALL Enchanted At LEVEL ONE! And causing a whole load of trouble.
A man named Arn is imprisoned in this location, but only during the Thieves Guild quest "Imitation Amnesty.".
